OHA’s Health Equity Definition: 

Oregon will have established a health system that creates health equity when all people can reach their full health potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, age, gender, gender identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances. Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including tribal governments to address:

  • The equitable distribution or redistribution of resources and power; and
  • Recognizing, reconciling and rectifying historical and contemporary injustices.

Purpose:

This Oregon Health Policy Board (OHPB) educational webinar will share details on Senate Bill 966 findings.

Senate Bill 966 requires Oregon Health Authority (OHA) to study the Quality Incentive Program, and the structure of the Metrics and Scoring subcommittee. OHA partnered with the Regional Research Institute (RRI) at Portland State University. RRI is a research team that collected information from Oregon Health Plan members through a survey to assist in improving access to health services.

The research team also interviewed representatives from Coordinated Care Organizations, community-based organizations/providers, and relevant committee members to develop recommendations for programmatic changes and changes to the subcommittee structure so that the design of the Quality Incentive Program is primarily focused on addressing health inequities, including the structural drivers of health inequities.
